Provincial nominee programs

Provincial entrepreneur programs — built for the province you're actually moving to

Sixteen active pathways. Each rewards a different profile, a different investment level, and a different kind of business. We help you pick right, then build the business case that wins the nomination.

Programs we support

Every active provincial entrepreneur pathway

All 16 streams we support. The services below apply across every one of them — compare investment levels, language requirements and location before you commit.

Meeting the minimum investment qualifies you to register but does not guarantee an invitation. Recent BC PNP draws have cleared around 115 to 124 points out of 200, meaning applicants at the financial floor frequently score too low. The business concept is what moves the score.

Our services

Six stages. Take the ones you need.

Every stage can be engaged independently. Most clients start at stage one and continue through — but if you're mid-file with a specific gap, we can start anywhere.

01

Business viability & planning support

Before you commit to a province: does this business actually work there?

What's included

  • Commercial feasibility assessment
  • Scalability analysis
  • Market demand validation
  • Competitive positioning review
  • Provincial regulatory alignment
  • Honest province-fit recommendation

You receive

A comprehensive business justification study giving you a clear picture of the real potential for your business in your target province — including an honest answer on whether that province is the right choice at all.

Applies to All provincial entrepreneur programs

02

Immigration-grade business plans

A business plan built to survive provincial scrutiny — not a template with your name on it.

What's included

  • Full business plan and pitch deck
  • Community and sector-specific market study
  • CPA-reviewed 3-year financials
  • Job creation and wage benchmarking
  • Use-of-funds schedule and exit strategy
  • Two revisions + walkthrough meeting

You receive

Final plan as PDF and editable Word, financial model as PDF and editable Excel with live formulas, and the signed CPA cover letter.

Applies to All provincial entrepreneur programs

03

Business valuation & acquisition support

For clients buying an existing Canadian business rather than building one.

What's included

  • Target screening and fit analysis
  • Indicative business valuation
  • Financial and operational due diligence
  • Offer negotiation support
  • Exploratory visit and location guidance
  • Immigration-aligned structuring

You receive

A valuation report, due diligence summary, and a purchase structure designed to carry the lowest possible risk to your immigration file — plus on-the-ground support during your exploratory visit.

Applies to All programs — especially where an exploratory visit is required

04

Regional business alignment

Regional programs don't reward good businesses. They reward businesses their community actually needs.

What's included

  • Alignment with provincial economic priorities
  • Sector match to regional economic need
  • Local labour market analysis
  • Community referral process support
  • Nomination competitiveness review
  • Settlement-intent evidence strategy

You receive

A regionally-positioned business case built on that community's own economic development plan, sector priority documentation, and labour market data — plus support through the referral process where required.

Applies to BC Regional · Alberta Rural · Atlantic Community · Manitoba Farm Investor

05

Business execution & operational readiness

The stage where approved files quietly fall apart. Getting the ITA is not the same as having a business.

What's included

  • Incorporation and corporate structuring
  • Shareholder agreement and by-laws
  • Compliance and governance framework
  • Website, branding, 6 social posts/month
  • Bank account, bookkeeping, tax filing
  • GST/HST registration and filing

You receive

A fully incorporated, compliant, operating business with a live web presence and twelve months of managed support — the evidence your performance agreement will be measured against.

Applies to All provincial entrepreneur programs

06

Performance tracking & compliance

Your performance agreement has terms, and provinces audit them. This is where nominations are won or lost.

What's included

  • Business and immigration performance analysis
  • KPI tracking against your performance agreement
  • Business plan adjustment as reality shifts
  • Pivot and mitigation strategy
  • PFL and provincial request support
  • Work permit renewal support

You receive

Quarterly reviews against your performance agreement and a maintained reporting file ready to produce on request — plus our team on hand whenever the province or IRCC comes back with questions.

FAQ

Common questions

  • Very. Meeting the minimum investment qualifies you to register but doesn't guarantee an invitation. Recent BC PNP draws have cleared around 115 to 124 points out of 200, meaning applicants at the financial floor frequently score too low. The business concept is what moves the score.

  • A formal endorsement from a participating municipality confirming they support your business. BC PNP Regional, Alberta Rural Entrepreneur, and the Atlantic Community Entrepreneur Pilot all require one before you can submit an Expression of Interest.

  • An in-person visit to the community where you intend to establish your business, required before applying to most provincial entrepreneur streams. It typically involves meeting local officials, viewing commercial space, and researching the local market. Graduate entrepreneur streams generally don't require one.

  • There's no easiest program — only the best fit for a given profile. Graduate entrepreneur streams have the lowest financial thresholds but require a Canadian credential. Rural and regional streams cut the investment requirement roughly in half but require settlement in a smaller community and a community referral.

  • No. Nomination is a competitive, scored decision made by the province. Across 300+ files since 2020, none where we completed the business-side work have been refused on business substance — that comes from selective intake and disciplined preparation, not a guarantee.

  • Yes, but it has to be handled carefully. Switching after a refusal or withdrawal requires a clear, documented explanation so the new application doesn't read as immigration shopping. Your immigration representative should lead that decision with our business-side input.
