British Columbia has issued its first BC PNP Entrepreneur Immigration invitations since June 30, 2026. According to the official WelcomeBC Invitations to Apply page (last updated July 28, 2026), the province invited 10 Base-stream candidates at a minimum registration score of 117. No Regional stream invitations appear on this round.

That closes a 28-day gap between entrepreneur draws and resets the monitoring window for every active Expression of Interest (EOI) still sitting in the Base pool.

The July 28, 2026 numbers

WelcomeBC lists the following Entrepreneur Immigration invitation for July 28, 2026:

For context against the prior Base rounds in 2026:

• June 30, 2026. Base 118 / 14 ITAs (Regional 113 / fewer than 5)
• June 2, 2026. Base 117 / 15 ITAs
• May 5, 2026. Base 115 / 8 ITAs
• April 14, 2026. Base 115 / 14 ITAs
• March 10, 2026. Base 117 / 7 ITAs

July 28 is the third time in 2026 that the Base minimum has landed at 117 (March 10, June 2, July 28). Invitation volume (10) sits below the June 30 and June 2 Base rounds but above March 10.

What the 28-day gap and the 117 cut-off mean for EOI files

Two practical signals for advisors:

1. Cadence is irregular, not abandoned. A 28-day pause between June 30 and July 28 is longer than the typical late-spring spacing, but the province did issue a Base round rather than only Skills Immigration activity. Files that treated the gap as permanent freeze should re-open EOI optimisation checklists.

2. 117 is a recurring Base floor in 2026. Registrations clustering just under 117 have now missed three Base draws at that threshold. Registrations at or above 117 still need complete, current documentation. Invitation is not nomination.

What our files show

Across BC PNP Entrepreneur Base files we support with RCICs and immigration counsel, the invitations that convert cleanly share three business-side traits before the ITA arrives:

• Job-creation logic that matches local labour supply. Headcount targets tied to realistic recruitment channels in the proposed community, not national averages alone.
• Net-worth and source-of-funds narratives that survive third-party verification. Inheritance, business sale proceeds, and multi-jurisdiction holdings documented with the same standard BC will apply after invitation.
• Market analysis written for the province’s read, not a generic investor deck. Competitive capacity, customer acquisition, and Canadian operating commencement laid out as executable steps.

In files that stalled after invitation, the most common gap was not the registration score. It was a business plan that still read like a fundraising pitch rather than an establishment plan BC could assess at Stage 2.

Actions for advisors this week

1. Confirm portal status for every Base EOI client. Invited candidates must log into the BC PNP Online User Portal and meet application timelines on the invitation package.
2. Re-score live EOIs against 117. If the registration is 114. 116, identify which scoring factors can still be strengthened before the next round (language, exploratory visit evidence, key staff, adaptability factors where program rules allow updates).
3. Pressure-test the business case now. Invitation volume is small (10). Files that receive an ITA will face full application scrutiny quickly. Align financial model, hiring plan, and community fit before the clock starts.
4. Watch Regional separately. July 28 listed Base only. Regional remains on its own cadence; do not assume Base activity implies a Regional round in the same week.
5. Note portal maintenance. WelcomeBC has flagged BC PNP Online User Portal maintenance on August 4, 2026 (evening window). Plan uploads around that outage.

Summing Base invitations listed on the current WelcomeBC Entrepreneur Immigration table for 2026 through July 28 yields 88 Base ITAs across eight Base draws (Jan 13 through July 28). Regional rounds continue to issue fewer than five invitations when they appear. Selection remains selective and score-sensitive.
