Express Entry French-Language Draw: 5,000 ITAs at CRS 391, August 6, 2026

IRCC issued 5,000 ITAs in an Express Entry French-language draw on August 6, 2026 at CRS 391, the lowest cutoff for this category since March 2025. What it means for C11 and ICT files where clients hold French proficiency.

Express Entry French-Language Draw: 5,000 ITAs at CRS 391, August 6, 2026

IRCC issued 5,000 invitations to apply (ITAs) in an Express Entry French-language proficiency draw on August 6, 2026. The cutoff CRS score was 391, the lowest for a French-language draw since March 2025, and the tie-breaking rule applied to profiles submitted before 11:32 p.m. UTC on March 18, 2026.

With this round, IRCC has now conducted 10 French-language draws in 2026 alone, issuing 50,500 ITAs through this category. French-language proficiency draws are the second-largest ITA source in 2026 after the Canadian Experience Class (53,250 ITAs).

What the August 6 Draw Tells Advisors

The CRS cutoff of 391 continues the downward trend visible across French-language rounds this year (from 420 in July 9 to 391 on August 6). IRCC is absorbing a larger eligible candidate pool and holding volume steady at 5,000 ITAs per French round, a signal that francophone immigration outside Quebec remains a sustained policy priority, not a one-time activation.

The downward CRS trajectory across successive draws reflects a growing pool of French-proficient candidates, particularly from Francophone Africa and Europe, and suggests IRCC will continue using this category at regular intervals through the remainder of 2026.

Implications for C11 and ICT Files Targeting Francophone Markets

For business immigration advisors working C11 significant benefit or ICT files where the client has demonstrated French-language ability, the Express Entry pathway becomes materially more accessible. A C11 holder with one year of Canadian management experience, functional French (TEF/TCF qualifying scores), and a CRS in the 380-410 range may clear a French-language draw before clearing a general pool draw.

The documentation consideration is practical: TEF Canada or TCF Canada scores must be reflected in the Express Entry profile before the tie-breaking timestamp of the round. Candidates relying on IELTS-only profiles are not eligible for this category regardless of CRS score.

In files where the client operates in Quebec or services a Francophone client base, French proficiency is often already documented for permit purposes. Advisors should verify whether that documentation translates into a qualifying Express Entry language score and update the profile accordingly.

What Our Files Show

Across our RCIC partnership files, French-proficient C11 and ICT candidates have been consistently under-profiled for this category. The language score is present in the file, often from a provincial or permit-stage requirement, but not loaded into the Express Entry profile. The result is a candidate sitting at CRS 400-420 in the general pool when they qualify for a category draw that cleared at 391.

The fix is procedural, not substantive: confirm TEF/TCF score validity (results are valid for two years), update the Express Entry profile, and monitor draw cadence. French-language draws have been running every two to three weeks in Q3 2026.

Advisor Action Points

  • Audit active C11 and ICT files for clients with documented French proficiency and confirm whether TEF Canada or TCF Canada scores are loaded into their Express Entry profile.
  • Check score expiry, TEF/TCF results valid for two years from test date. Clients who tested in 2024 may need to retest before year-end.
  • For clients in the CRS 380-420 range, a qualifying French score changes the PR timeline materially. Run the scenario before the next draw.
  • Monitor IRCC's rounds page directly. French-language draws in 2026 have run on no fixed cadence, they can appear with 48 hours' notice.
