Effective September 1, 2026, Nova Scotia will charge provincial application fees on the Nova Scotia Nominee Program (NSNP). The province published the change on liveinnovascotia.com on August 6, 2026. For entrepreneur files, the fee is $2,000 CAD. Worker streams are $1,000 CAD. There is still no fee to submit an Expression of Interest (EOI).

This is a business-process change, not a stream redesign. EOI submission remains free. Fees apply only after selection for assessment (or after an Invitation to Apply on the entrepreneur stream), and unpaid files are closed rather than held indefinitely.

What Nova Scotia announced

According to the official NSNP update:

• Effective date: September 1, 2026
• Worker streams (Skilled Worker, Nova Scotia Graduate, Nova Scotia: Express Entry): $1,000
• Entrepreneur stream: $2,000
• EOI stage: no fee
• Grandfathering: candidates who received a selection letter before September 1, 2026 do not pay
• AIP: Atlantic Immigration Program is not affected; it continues without a provincial application fee
• Refunds: non-refundable except where required by law or for administrative error
• Dependants: fee is per principal applicant only

Payment windows that matter for entrepreneur files

The entrepreneur stream uses longer payment clocks than worker streams, which is the operational detail most files will miss if they only skim the headline fee:

• New business entrepreneurs: pay within 90 calendar days of Invitation to Apply
• Purchase of an existing business: pay within 180 calendar days of Invitation to Apply
• International Graduates (entrepreneur): pay within 90 calendar days of Invitation to Apply
• Worker streams: pay within 7 calendar days of EOI selection notice

Failure to provide proof of payment in time closes the EOI. Candidates may submit a new EOI if they still meet eligibility. Payment is online only (Visa, Mastercard, Discover, Amex), single transaction, full amount. Screenshots of a confirmation page are not accepted as proof of payment; the email receipt is required.

What our files show

In partnership work with RCICs across Atlantic Canada and the rest of the country, we routinely see entrepreneur files stall on administrative gates that look minor next to net-worth and investment thresholds. Fee introduction is one of those gates.

Three patterns show up repeatedly when provinces add or raise application fees:

1. Cash-flow timing vs. ITA clock. Funds earmarked for exploratory visits, legal retainers, and performance-agreement deposits are not always liquid on the day an ITA lands. A 90- or 180-day payment window is generous compared with the 7-day worker clock, but it still collides with multi-party wire instructions and source-of-funds freezes if nobody owns the payment step in the project plan.
2. EOI quality does not change; readiness does. Paying the fee does not improve nomination odds or speed. Nova Scotia is explicit on that point. The practical edge is having a complete business case package ready so that once the fee is paid, assessment does not immediately generate document RFIs that burn the same calendar window.
3. Reapplication cost compounds. Fees are non-refundable. A second selection after a closed unpaid EOI means paying again. In files we have reviewed where provinces already charge application fees, weak exploratory-visit narratives and community-alignment gaps are still the dominant content failures; the fee simply raises the cost of recycling a thin package.

NSNP entrepreneur files already demand a defensible business plan, exploratory visit evidence where applicable, and clear job-creation logic. Adding a $2,000 administrative fee does not change those standards. It does change the cost of treating the ITA as a soft deadline.

Opportunity window before September 1

Candidates who receive a selection letter before September 1, 2026 are not required to pay. That creates a short operational window for files already deep in the EOI pool and for RCIC partners who can complete readiness work now rather than after the fee gate opens.

For practitioner teams supporting NSNP entrepreneur work, the useful August checklist is straightforward:

• Confirm which EOIs are already selected or likely to be selected before September 1
• Document who will pay (client, firm trust, corporate card) and how the receipt will be filed
• Lock exploratory-visit narrative, market analysis, and job-creation tables so assessment is not the first time those sections are stress-tested
• Separate AIP files from NSNP entrepreneur files in client communications so nobody confuses the two fee regimes

How this sits next to other provincial fee models

Nova Scotia states that introducing fees aligns the province with most other Canadian jurisdictions. From a business-documentation standpoint, the more important comparison is process design: EOI free, fee on selection or ITA, non-refundable, stream-specific clocks. That design rewards complete packages and punishes incomplete ones without changing nomination allocation math.

Capacity and documentation quality remain the binding constraints on entrepreneur pathways nationally. AAIP Table 8 still shows 60 entrepreneur spaces against 228 applications in process. BC PNP last confirmed Entrepreneur Base draw on WelcomeBC remains July 28, 2026 (minimum score 117, 10 ITAs). NSNP fee change is another signal that provinces are tightening administration around scarce nomination spaces rather than loosening business-case standards.
