On 4 August 2026, Ontario launched the Ontario Workforce Priority (OWP) stream under the Ontario Immigrant Nominee Program. The Expression of Interest (EOI) portal is open for this stream. Ontario’s public messaging has been that this is part of the redesigned OINP structure, and that other OINP streams remain closed while the new framework rolls out. OINP Entrepreneur remains unavailable.
What the Ontario Workforce Priority Stream is
OWP is an employer-driven provincial nomination path. It is not an owner-operator or self-nomination entrepreneur substitute. Candidates need a qualifying Ontario job offer and to meet stream experience, language, and TEER rules as published by the province.
Core eligibility requirements (business-side briefing)
Public materials describe differentiated paths by TEER, including language and Ontario work experience thresholds (for example TEER 0-3 vs TEER 4-5 bands). Always quote the live ontario.ca tables rather than secondary summaries when you brief a file. A separate physician lane has also been part of the redesign messaging.

What this means for business immigration practitioners
For C11/ICT holders in Ontario, OWP can be a PR nomination conversation with an employer, not a reason to abandon the federal business work-permit file. For pure entrepreneur clients, OWP does not reopen OINP Entrepreneur. Keep BC PNP, AAIP, and federal significant-benefit/ICT lanes on the table where the business facts fit.
What our files show. Advisors who treat OWP as a generic “Ontario is open again” message create false hope for owner-operators. The files that benefit are those with a real Ontario employer relationship and clean TEER/language documentation.
