The first half of 2026 is now on record across Canada's Provincial Nominee Programs. Mid-year allocation data, released this week, shows something most advisors have not fully priced into their file strategies. Three of the five major entrepreneur-relevant PNP streams have used fewer than half their 2026 nomination allocation.

That sounds like good news. The pressure is in the details.

What the Mid-2026 Numbers Show

Canada's 2026 Immigration Levels Plan targets 91,500 admissions through the Provincial Nominee Program. Roughly 24% of total permanent residence admissions. Here is where entrepreneur-relevant allocation stands heading into H2.

Alberta Advantage Immigration Program (AAIP)

AAIP issued 3,261 nominations in H1 2026 across all streams, using just under half of its 6,403 annual allocation. The Entrepreneur Stream specifically issued only 24 of 90 H1 spots. A 27% utilisation rate. The mid-year review published this week confirms that the Entrepreneur and Dedicated Health Care streams both have 60-70% of their 2026 allocation remaining.

That figure needs context. In our RCIC partnership work, 242 AAIP entrepreneur applications are currently in process against 66 remaining 2026 spots. That is a 3.67:1 pressure ratio. Available spots do not equal accessible spots.

BC Provincial Nominee Program (BC PNP)

The BC PNP issued 78 Base and fewer than 25 Regional Entrepreneur stream invitations across seven draws in H1 2026. The province estimates roughly half of its 5,254 nomination allocation remains available for H2.

That data does not capture the draw gap that has emerged since June 30. As of today, no new entrepreneur draw has occurred in 27 days. That pattern preceded the 20-day gap in May, which resolved with two back-to-back draws. Advisors with BC EOIs in the pool should check score competitiveness now. BC draws historically move in clusters after a pause.

Ontario Immigrant Nominee Program (OINP)

Ontario issued 13,663 ITAs in H1 against a 14,119 nomination allocation. 96.8% utilised before the June 2026 stream overhaul. The Ontario Workforce Priority stream's EOI is currently closed.

Phase 2 of the OINP is expected to include an entrepreneur pathway. No launch date has been announced. The province confirmed in June that Phase 2 remains planned for later this summer. For advisors with Ontario-eligible entrepreneur clients, preparation time is now. Not after the EOI opens.

Saskatchewan (SINP) and Manitoba (MPNP)

Saskatchewan used 55% of its 4,761 annual allocation through June. Manitoba issued 2,167 of 6,239 nominations through May. Only 34% of annual capacity. Both programs remain active for priority sectors.

Neither publishes a dedicated entrepreneur stream nomination count separately. The available capacity in both programs is significant heading into Q3 and Q4 2026.

Why July File Completions Have an Outsize Deadline Effect

Processing times across entrepreneur streams run between two and nine months depending on the province. A file completed and submitted in July clears before the end of Q1 2027 under most processing timelines.

Files started in August or later face end-of-2026 allocation cutoffs. In programs with high in-process volume, those cutoffs may arrive before processing completes.

For advisors and entrepreneurs on active files:

• AAIP entrepreneur files in process should confirm all supporting evidence is complete now. With 66 remaining 2026 spots against 242 in-process files, late-submission files face allocation competition.
• BC PNP EOI holders should check their score against current draw thresholds. Base draws cleared 118 minimum in May. Regional cleared 113. A score below those thresholds needs strengthening before the next draw window.
• OINP Phase 2 entrepreneur pathway: prepare eligibility documentation now. Submission-ready files gain a meaningful advantage when an EOI opens suddenly.
• SINP and MPNP carry the deepest remaining H2 capacity of any major PNP. If clients are not Alberta- or BC-committed by pathway, these programs deserve re-evaluation for the Q3 submission window.

What to Monitor in the Next 30 Days

Three items carry the most strategic weight for business immigration advisors between now and late August:

BC PNP's next entrepreneur draw. A 30+ day gap in 2025 preceded a score reset. A shift in minimum thresholds that changed EOI queue rankings. Score monitoring and EOI optimisation are live decisions, not preparation exercises.

AAIP H2 allocation announcement. Alberta has not published H2 entrepreneur allocation numbers. That announcement, expected in August, will reshape queue strategy for the 242 files currently in process.

OINP Phase 2 launch date. Any Ontario announcement before August 31 changes the calculus for Ontario-eligible files. The province has capacity to issue more entrepreneur nominations. It has allocated fewer than 5% of its overall spaces to this category so far in 2026.
