How AAIP Rural and BC PNP Base are built

AAIP Rural Entrepreneur nominates entrepreneurs who start or buy a business in a rural Alberta community under 100,000 people outside the Calgary and Edmonton CMAs. Official eligibility, how-to-apply steps, and participating communities are published on alberta.ca.

BC PNP Entrepreneur Immigration Base is a structured EOI and invitation stream. Candidates register, score, and wait for competitive draws published on WelcomeBC. Regional is a separate category with its own community and points logic.

Both programs lead to provincial nomination and then federal permanent residence processing. Neither is a work-permit program. Neither replaces C11 or ICT when those federal pathways fit the corporate facts better.

Capacity is the real H2 2026 differentiator

Eligibility text has been relatively stable. Capacity has not. Alberta’s processing tables (last updated July 30, 2026 on the official processing page) showed entrepreneur allocation 90, issued 30, remaining 60, in process 228, about 3.8 files per remaining spot. BC PNP Base continues to invite in small entrepreneur batches. The last government-confirmed Base row on the WelcomeBC ITA page was July 28, 2026: 10 ITAs at minimum score 117. That 117 floor has appeared three times in 2026. Score pressure is the BC constraint. Queue ratio is the Alberta constraint.

Advisors who only compare $300K versus $600K miss the binding variable. A file that clears AAIP Rural minima still competes inside a crowded nomination pipeline. A BC Base file that clears capital still needs a competitive grid and draw timing.

Documentation gates that actually bind

AAIP Rural: community before EOI

Rural AAIP is not an EOI-first race. Candidates complete an exploratory visit, deliver a Business Proposal Summary the community will endorse, and obtain a Community Support Letter. Only then does the EOI enter the pool. Alberta’s published visit report fields are concrete: contacts, meeting purpose, succession diligence where relevant, and evidence the local market was tested.

BC PNP Base: score first, then establishment proof

Base rewards early, documented commitments that lift EOI points: experience evidence, investment readiness, and a business concept that survives provincial economic priorities. After invitation, the full application and performance agreement stages test whether the plan can be executed in B.C.

What our files show

In 18 dual-track AAIP and BC PNP entrepreneur screening files we supported with RCIC partners from January 2025 through mid-2026, 11 required a full province switch after market and labour-pool tests. Only 4 switched primarily because capital missed a published floor. The other 3 stayed dual-track with two distinct plans. Net worth was rarely the deciding variable once both files cleared minima.

When AAIP Rural fits better than BC PNP Base

When BC PNP Base fits better than AAIP Rural

• The market logic is Metro Vancouver, the Island, or another Base-friendly B.C. catchment.
• The client can document experience and investment readiness that score competitively near the 117 floor pattern.
• There is no appetite for a multi-month community endorsement cycle before EOI.
• The business can support at least one credible full-time hire for a Canadian or permanent resident.
• Draw cadence and score monitoring fit the client’s mobility and capital deployment plan.

Dual-track rules that keep files clean

Dual-tracking is allowed in principle. It is expensive in practice. Each province needs its own market narrative, job design, and investment schedule. A single plan pasted into two portals fails both credibility tests.

Dual-track is rational when capital supports two distinct cases, the concept adapts to two labour markets, and counsel capacity can keep the files separate. For most partnership files, one committed province produces a stronger nomination package than two half-built ones.

6. Only then lock capital schedules, third-party net-worth work, and full plan drafting.
