Federal picture this week

IRCC’s official Express Entry rounds page still lists the latest published round as July 23, 2026 (Skilled Military / limited invitations). There is no new general, CEC, PNP, or category-based round on the government page as of this Watch. That silence matters for C11 and ICT holders who track CRS timing against Canadian work experience clocks, but it is not a program change.

Provincial entrepreneur signals

• BC PNP Entrepreneur Immigration, WelcomeBC ITA page last updated July 28, 2026. Latest Base draw: July 28, 2026, minimum score 117, 10 ITAs. Prior Base: June 30 at 118 / 14 ITAs. No new entrepreneur row since July 28. Monitor WelcomeBC for new Base or Regional rows only. Source: WelcomeBC Invitations to Apply.
• AAIP Entrepreneur (Table 8), alberta.ca processing page last updated July 30, 2026: allocation 90, issued 30, remaining 60, in process 228 (~3.8:1 pressure). Already covered in our August 1 news post. No new Table 8 movement today. Source: AAIP processing information.
• OINP, No new entrepreneur-stream invitation on ontario.ca in the last 48 hours. Workforce Priority architecture remains the live Ontario story for employers and TEER planning; entrepreneur intake is still not the active pathway.
• MPNP, Latest published EOI draw is #276 (July 30, 2026), skilled-worker oriented. Business Investor Stream draws are not showing as a new entrepreneur invitation this window.
• SINP / NBPNP / NL PNP, No new government-confirmed entrepreneur draws in the last 48 hours.
• NSNP, liveinnovascotia.com shows no new primary entrepreneur draw notice suitable for a standalone news piece (hold until a clear government primary appears).

What our files show

Across 300+ business immigration files in 30+ countries, quiet federal weeks usually increase pressure on the business package rather than reduce it. When EE and PNP invitation headlines pause, officers and provincial reviewers still assess the same evidence: Canadian public benefit (C10), founder indispensability (C11), qualifying relationship and viability (ICT), and job-creation plus market alignment (PNP entrepreneur).

In recent C10 work, third-party corroboration of Canadian public benefit remains the most common RFI theme. In C11 owner-operator files, role-to-revenue logic still drives more questions than investment size. AAIP’s ~3.8:1 in-process ratio means Alberta entrepreneur files should treat documentation completeness as a capacity strategy, not only a threshold checklist.

1. WelcomeBC ITA table, new Base/Regional entrepreneur rows after July 28.
2. AAIP Table 8, any change from 90 / 30 / 60 / 228 on alberta.ca.
3. IRCC EE rounds page, first August 2026 round (type, volume, CRS).
4. C20 / R205(b) operational practice, July 29 guidance narrowed reciprocal employment; new-hire C20 parallel options remain closed for files we flagged earlier this week.
5. Canada Gazette Part I, business-immigration regulatory notices (none material on August 1 scan).

Business documentation priorities while the news is quiet

Use the quiet window to stress-test packages before the next provincial ITA or federal round:

• Map every significant-benefit claim to primary evidence and third-party proof.
• Align hiring plans with realistic local labour pools (PNP job-creation credibility).
• Re-check US-revenue exposure in C10/C11/ICT plans against tariff and market assumptions still in play for H2 2026.
• Confirm ICT qualifying-relationship and new-entity viability narratives where viability factors apply.
