The draw took effect at 2:20 p.m. EDT. To be considered, candidates needed a minimum CRS score of 516 and an Express Entry profile created before 5:33 p.m. UTC on May 26, 2026.

The Numbers

IRCC has now held 12 CEC draws in 2026, issuing 45,250 CEC ITAs. The largest single category among Express Entry's 99,612 total ITAs so far this year.

What the Pattern Shows

The July 21 draw confirms a structural shift in IRCC's CEC approach. The 2,000 ITA volume stands in contrast to the 6,000. 8,000 ITA draws held in January 2026. IRCC is running smaller, targeted draws at a stable 514. 518 CRS band rather than large clearance draws.

What It Means for C11 and ICT Files

C11 work permit holders building 12 months of skilled Canadian work experience are the most common CEC candidates in business immigration practice. A threshold of 516 is accessible for knowledge-economy founders and executives. If their profile is properly structured from the start. Language scores and Canadian experience points, not education alone, are driving competitiveness at this threshold.

ICT holders transitioning to other work status can also accumulate CEC-eligible work experience, provided the work permit conditions align with NOC TEER 0. 3 requirements. A Federal Skilled Worker draw remains the gap in July's schedule. FSW has not appeared since the Senior Managers category draw on July 10. Whether a general FSW draw follows in late July or early August will affect pool dynamics for C11 holders with NOC-eligible experience outside the CEC category.
