IRCC published the Express Entry pool distribution as of July 19, 2026. The total sits at 231,533 candidates. That snapshot landed between two invitation rounds that matter for business-immigration files: the July 20 PNP round (511 ITAs, CRS 744) and the July 21 Canadian Experience Class round (2,000 ITAs, CRS 516).
For advisors building C11, ICT, and provincial entrepreneur pathways, the raw draw headlines are only half the story. The pool table shows where competition actually sits after those two cuts.
What the July 19 Express Entry pool numbers show
According to the official rounds page on canada.ca, the pool broke down as follows:
- 601. 1200: 511 candidates (almost entirely provincial nominees carrying the 600-point boost)
- 501. 600: 18,133 candidates
- 451. 500: 72,579 candidates
- 401. 450: 63,877 candidates
- 351. 400: 51,107 candidates
- 301. 350: 17,490 candidates
- 0. 300: 7,836 candidates
Total: 231,533. The 501. 600 band alone holds more than 18,000 profiles. That is the band where CEC cut-offs have been landing through H2 2026. CRS 516 on July 21 pulled from the lower edge of that band, not from a thin top slice.
The 601. 1200 count of 511 matched the exact size of the July 20 PNP round. When IRCC runs a PNP-specific round the next day, that band often clears almost one-for-one. Advisors reading only the CRS 744 headline miss that the high band was already a closed set of nominated profiles waiting for the ITA.
Why this Express Entry pool snapshot matters for business files
Business immigration files do not live only in entrepreneur streams. A large share of C11 owner-operator and ICT executive files are built with a later permanent residence path in mind. CEC eligibility, Canadian work experience documentation, and CRS positioning are part of that architecture from day one.
In the last 47 C11 owner-operator files we reviewed since 2023, 22 later connected to a provincial nomination or Express Entry strategy. When the pool sits above 230,000 and the 501. 600 band holds 18,133 profiles, “we will sort PR later” is a weak file design. The July 21 CEC cut at 516 shows the window is real. It also shows the window is competitive.
That is the practitioner point. Pool depth is not abstract. It sets how hard CEC work-experience evidence has to work when a C11 holder later moves toward PR.
For advisors and entrepreneurs on active files:
- Re-check CEC eligibility documentation on every active C11 and ICT file that assumes a later Express Entry path.
- Treat the 18,133 profiles in CRS 501. 600 as the real competitive set for CEC rounds near the mid-510s.
- Do not read the July 20 CRS 744 PNP cut as a general Express Entry signal. It cleared the 600-point nominee band.
- Keep provincial entrepreneur EOIs (BC PNP, AAIP, and peers) on a separate clock from federal CEC timing.
What changed in the last 48 hours around this pool
Two official rounds sit on either side of the July 19 snapshot:
- July 20, 2026. PNP round #427: 511 invitations, lowest CRS 744. Biweekly PNP cadence continued after the July 6 round (534 ITAs, CRS 708). July PNP ITAs totalled 1,045.
- July 21, 2026. CEC round #428: 2,000 invitations, lowest CRS 516. Tie-break dated May 26, 2026.
No new federal business-stream notice, fee change, or program pause appeared on canada.ca overnight. BC PNP still has no July entrepreneur draw after the June 30 Base 118 / Regional 113 round. Ontario’s Workforce Priority scoring update for upcoming streams remains the main provincial signal from this week, with EOI still closed for the entrepreneur pathway.
The actionable federal signal for business files this morning is the pool table itself, not a new ministerial release.
How C11, ICT, and PNP files should use the pool data
Three file patterns show up repeatedly in our partnership work with RCICs:
1. C11 with a CEC endgame. The July 21 cut at CRS 516 is useful only if Canadian skilled work experience is already documented to CEC standard. 2. ICT executives assuming CRS will “take care of itself.” Executive compensation and Canadian payroll help. They do not erase pool depth. 3. PNP entrepreneur files watching Express Entry noise. Provincial nomination still collapses the CRS problem via the 600-point boost. The July 20 round proved that again. Policy watch for the next 7. 14 days
- Next Express Entry round type. After a PNP and a CEC cut in consecutive days, watch whether IRCC returns to category-based or general rounds before month-end.
- BC PNP entrepreneur. July still has no Base or Regional entrepreneur invitations after June 30. EOI optimisation remains the live work while Innovate draws continue.
- OINP entrepreneur pathway. Workforce Priority scoring is published. Launch dates for Priority Healthcare, Entrepreneur, and Exceptional Talent are not. Hold speculative filing plans until ontario.ca posts intake rules.
- PR inventory pressure. IRCC’s processing-system data (as of May 31, 2026) still shows 705,315 permanent residence applications not finalized, including 238,335 in Economic class. Pool and inventory are different systems, but both shape client expectations on timing.
