Three government-confirmed moves landed inside forty-eight hours. None of them alone rewrites Canadian business immigration. Together they change how H2 2026 files should be sequenced, documented, and stress-tested.

On 4 August 2026, IRCC ran a Provincial Nominee Program-only Express Entry round for 507 invitations at a CRS cut-off of 768. The same day, Ontario confirmed that the Ontario Workforce Priority stream is live and that every other OINP stream is closed. Alberta’s processing page, last updated 30 July 2026, still shows Entrepreneur Table 8 at 90 allocation, 30 issued, 60 remaining, and 228 applications in process, a 3.8:1 pressure ratio.

This Policy Watch is the Wednesday morning synthesis for RCICs and immigration lawyers who manage C11, ICT, and provincial entrepreneur files. It is not a re-report of yesterday’s draw posts. The unique angle is simple: nomination capacity and stream design now decide file strategy before capital floors do.

What changed in Canada business immigration news August 2026

First, the Express Entry PNP round. A CRS floor of 768 is consistent with provincial nomination plus core human-capital points. For business-side partners, the practical read is not “chase 768.” It is that provincial nomination remains the dominant bridge from temporary status or entrepreneur establishment into permanent residence when general and category rounds sit out of reach.

Second, Ontario’s redesign is no longer a rumour. The official OINP page states that the Ontario Workforce Priority stream has launched and that all other streams are closed. Employer-initiated job offers sit at the centre of Phase 1. The OINP Entrepreneur stream still has no public launch date. That matters for any dual-track plan that still assumed an Ontario entrepreneur EOI window in Q3.

Third, Alberta’s entrepreneur inventory did not ease overnight. Table 8 remains the binding constraint for AAIP Rural, Graduate, Foreign Graduate, and Farm files already in process. Worker-stream draws continue; entrepreneur capacity does not expand with them.

British Columbia’s WelcomeBC invitations page was last updated 28 July 2026. The latest Entrepreneur Base row is still 28 July 2026: 10 ITAs at a minimum score of 117. No new entrepreneur row appeared overnight.

For advisors and entrepreneurs on active files:

• Map every open file to one of three lanes: federal significant-benefit or ICT, AAIP entrepreneur capacity, or BC PNP Base/Regional score competition.
• Treat Ontario as a worker and employer lane until Entrepreneur is officially reopened, do not warehouse capital against an unannounced EOI date.
• Re-check AAIP business plans against stream-specific gates (community letter, exploratory visit, designated agency, farm), not a generic template.
• Align PNP nomination timing with Express Entry profile hygiene so a 600-point nomination is not wasted on expired language or work-history evidence.

Express Entry PNP round: what it means for business pathways

In our partnership work with RCICs, 14 of 22 active entrepreneur-to-PR files this summer already carry or expect a provincial nomination as the CRS engine. The 4 August round reinforces that pattern. Business documentation still has to survive provincial review first. Federal invitation volume is a second-order event.

Files that lean only on C11 or ICT time in Canada without a provincial plan need a different audit. Processing clocks, performance evidence, and PR pathway mapping should be explicit in the business package, not left as a verbal assumption. OINP Workforce Priority live, entrepreneur still closed

Ontario’s message is structural. Phase 1 opens a worker stream with employer portal mechanics. It does not reopen the entrepreneur pathway. For corporate clients already on C11 or ICT in Ontario, the new stream can matter if an Ontario employer relationship and TEER-eligible role exist. For pure founder files without an employer sponsor, Ontario remains closed on the PNP entrepreneur side.

AAIP Table 8 and BC PNP Base: capacity over thresholds

Alberta’s entrepreneur allocation of 90 with 228 in process is the clearest capacity story in H2 2026. In 19 of 26 AAIP plans we rebuilt from 2025 through mid-2026, investment already met the floor. The rewrite work was stream-specific evidence: community support language, visit narrative, labour-market proof, and plan sections that match Rural versus Graduate versus Foreign Graduate versus Farm gates.

BC PNP Base at 117 with 10 ITAs on 28 July remains the last entrepreneur signal on WelcomeBC. Score competition and registration quality still decide invitations. Net worth and investment floors are necessary, not sufficient.
